العاصمة عدن” مكتب الإعلام” خاص:
أطلقت 39 منظمة مجتمع مدني عاملة في العاصمة عدن نداءً إنسانيًا عاجلًا إلى مجلس الأمن الدولي، حذّرت فيه من انهيار شامل يهدد حياة السكان في ظل تصاعد الأزمات الخدمية والصحية والاقتصادية إلى مستويات غير مسبوقة.
وحذّرت المنظمات من تفشي الأوبئة، وانهيار البنية التحتية، وتراجع الخدمات العامة إلى الحد الأدنى، معتبرةً أن استمرار الصمت الدولي تجاه ما وصفته بـ “الكارثة المتعددة الأوجه” بات غير مبرر، داعيةً إلى تدخل أممي فوري وفعّال لحماية المدنيين وتفادي الانفجار الإنساني المحتمل.

الموضوع: نداء عاجل بشأن تدهور الأوضاع الإنسانية في العاصمة عدن
نتوجه إليكم، نحن منظمات المجتمع المدني العاملة في العاصمة عدن، بهذا النداء الإنساني العاجل، في ظل استمرار التدهور الحاد في الأوضاع الإنسانية والمعيشية في المدينة، وصولاً إلى مستويات غير مسبوقة تهدد حياة السكان بشكل مباشر وتنذر بكارثة واسعة النطاق ما لم يُبادر المجتمع الدولي إلى تحمّل مسؤولياته واتخاذ خطوات عاجلة وفاعلة.
تشهد العاصمة عدن أزمة شاملة متعددة الأوجه تشمل الأبعاد الاقتصادية، والخدمية، والصحية، والأمنية، والبيئية. حيث يعاني السكان من تضخم مفرط، وانهيار شبه كلي في الخدمات الأساسية كالكهرباء والمياه والصحة، إلى جانب ارتفاع حاد في نسب الفقر والبطالة، وتراجع القدرة الشرائية للمواطنين بصورة كبيرة.
ويُضاف إلى هذه التحديات المؤلمة تفشي الحميات والأوبئة بشكل متسارع، بما في ذلك حمى الضنك، والملاريا، والكوليرا، في ظل بيئة صحية متردية، وضعف أنظمة الرصد الوبائي، ونقص حاد في الأدوية والمستلزمات الطبية، وعجز المستشفيات عن التعامل مع الأعداد المتزايدة من المصابين. وتُعد هذه التطورات الصحية بمثابة إنذار خطير يُنذر بتفشي أوسع للوباء إذا لم تتم الاستجابة بشكل سريع ومنسق.
وإذ نُذكّر بأن بلادنا لا تزال خاضعة لإطار الفصل السابع من ميثاق الأمم المتحدة، فإن هذا الوضع يُحمّل المجتمع الدولي مسؤولية قانونية وأخلاقية للتدخل الفوري واتخاذ الإجراءات الضرورية لحماية المدنيين والحفاظ على ما تبقى من مقومات الحياة الكريمة.
وعليه، فإننا نطالب مجلس الأمن الدولي بما يلي:
<span;><span;>- تقديم دعم طارئ وفوري لقطاع الصحة في عدن، يشمل توفير الأدوية، والمستلزمات الطبية، واللقاحات، ودعم الكوادر الصحية، وتمويل حملات رش ومكافحة نواقل الأمراض.
<span;><span;>- دعم مؤسسات الخدمات العامة في المدينة لتتمكن من استعادة الحد الأدنى من عملها في مجالات المياه والصرف الصحي والكهرباء، بما يحد من انتشار الأمراض المعدية.
<span;><span;>- تشكيل لجنة تقصي حقائق أممية مستقلة تقوم بزيارة ميدانية عاجلة إلى عدن، وترفع تقريراً مفصلاً وشفافاً إلى مجلس الأمن، يشخص الواقع، ويوصي بخطة تدخل مستدامة.
نؤمن بأن استمرار الصمت الدولي لم يعد مقبولاً في وجه هذه الكارثة المتصاعدة، وقد آن الأوان للانتقال من مرحلة الاكتفاء بالمراقبة إلى مرحلة الفعل الإنساني والمسؤولية الجماعية.

Subject: Urgent Humanitarian Appeal Regarding the Deteriorating Situation in Aden
We, the undersigned civil society organizations operating in the capital city of Aden, submit this urgent humanitarian appeal amid the continued and severe deterioration of the humanitarian and living conditions in the city. The situation has reached unprecedented levels, directly threatening the lives of the population and raising the risk of a large-scale catastrophe unless the international community promptly assumes its responsibilities and takes swift and effective action.
Aden is experiencing a multifaceted crisis encompassing economic, service-related, health, security, and environmental dimensions. The population is suffering from hyperinflation and an almost complete collapse of basic public services, including electricity, water, and healthcare. These conditions are compounded by soaring rates of poverty and unemployment, along with a sharp decline in the purchasing power of citizens.
Further exacerbating this distressing reality is the rapid spread of infectious diseases and epidemics—such as dengue fever, malaria, and cholera—within a deteriorating public health environment. The situation is aggravated by weak disease surveillance systems, a severe shortage of medicines and medical supplies, and the inability of hospitals to accommodate the rising number of patients. These health developments represent a serious warning of a potential wider outbreak should an immediate and coordinated response not be launched.
We would like to recall that the city of Aden remains under the framework of Chapter VII of the United Nations Charter, which places legal and moral obligations on the international community to act swiftly and take the necessary measures to protect civilians and preserve the minimum conditions for dignified living.
Accordingly, we call upon the United Nations Security Council to:
1-Provide immediate and emergency support to the health sector in Aden, including the supply of medicines, medical equipment, and vaccines; support for healthcare personnel; and the financing of disease control and vector eradication campaigns.
2- Support public service institutions in the city to enable them to resume basic operations in water, sanitation, and electricity, in order to reduce the spread of infectious diseases.
3- Activate independent international monitoring mechanisms to oversee the distribution of humanitarian aid and ensure its transparency and fairness.
4- Form an independent UN fact-finding committee to conduct an urgent field visit to Aden and submit a detailed and transparent report to the Security Council, assessing the current situation and recommending a sustainable response plan.
We believe that continued international silence in the face of this escalating disaster is no longer acceptable. The time has come to move from mere observation to responsible humanitarian action and collective accountability.
